Well of course 20mph will be statistically safer, 10mph will be even safer and why not stop cars moving at all, that will be really safe. 30mph is fine. do these statistics take into account weather, light condition, talking on mobile phones?
No one is suggesting banning cars. That would be absurd.
The impact at 20 is substantially less than impact at 30. Braking distances are reduced too; this is all simple physics.
I don't know if other conditions are included, but travelling at a greater speed would give these conditions a greater effect so lower speeds are better there too.
